Commercial reach must never override medical independence or individual rights

This statement sets the minimum compliance position for the platform and its referral network. Local law, professional rules and signed agreements may impose stricter requirements.

Platform role

Kangqiao provides partner administration, referral intake, source attribution, non-clinical coordination and fee administration. It does not use the platform to practise medicine, make clinical decisions, prescribe treatment, provide emergency care, issue visas or guarantee admission or outcomes.

Medical independence and patient choice

  • Clinical decisions remain with licensed providers and clinicians acting under their own professional duties.
  • Prospective clients retain the right to choose whether, where and from whom to seek care and may seek independent advice.
  • A commercial arrangement must not distort clinical judgement, conceal a material conflict or pressure a person into unnecessary service.
  • A partner must not describe platform approval as medical accreditation or endorsement.

Cross-border promotion

Healthcare advertising, testimonials, influencer disclosures, professional titles, comparative claims and direct marketing are regulated differently across countries. A partner must review the rules of every target market and use only approved, supportable statements. If a claim cannot lawfully be made in a market, the global availability of a web page does not make the claim permissible there.

Data protection and confidentiality

Personal and health information is processed under data-minimisation, purpose-limitation, role-based access and tenant-isolation principles. Cross-border movement requires a valid legal basis and safeguards applicable to both the originating jurisdiction and China. Partners may not build shadow databases, exchange client lists or use referral information for unrelated marketing.

Service fees and referral integrity

Service fees compensate eligible, verifiable promotion or non-medical contribution under an applicable rule. Eligibility starts only after confirmed client arrival. Fees are not calculated from prescriptions, tests, treatment spending or clinical outcomes. Quality factors are capped at 100% of the configured base. Duplicate, purchased, fabricated, coerced or non-consented leads are not eligible.

Anti-bribery and improper influence

No person may offer, promise, authorise, request or accept a bribe, kickback, secret commission, facilitation payment or improper advantage. Particular care is required where public hospitals, public officials, state-linked entities, procurement staff or clinicians are involved. Reasonable hospitality must have a legitimate purpose, be proportionate, documented and lawful.

Sanctions, export controls and financial crime

Kangqiao may screen parties, beneficiaries and transactions against applicable sanctions, export-control, anti-money-laundering and counter-terrorist-financing requirements. A check is risk management, not a representation that every regime worldwide applies. A transaction may be paused, rejected or reported when required or reasonably necessary to manage risk.

Fair dealing and accessibility

Communications must be understandable, not misleading and appropriately translated for the intended audience. Material limitations, commercial relationships and uncertainty must not be hidden. Partners must not discriminate unlawfully or exploit language barriers, disability, financial distress, illness or immigration concerns.

Monitoring and reporting

The platform keeps audit records and may review content, consent evidence, attribution, account use and payment documentation. Suspected misconduct, privacy incidents, conflicts or inaccurate claims should be reported through the Contact page or the authenticated workflow. Retaliation against a good-faith report is prohibited.

This statement is a control framework, not legal advice and not a claim of automatic compliance in every country. Before entering a new market or processing a new data flow, the responsible parties must identify applicable laws, professional restrictions, licences, notices, contracts and transfer safeguards and obtain local advice where appropriate.

Kangqiao International

This platform manages referrals for care in China, intake milestones and related non-medical service fees. Licensed institutions and clinicians make all medical decisions.
