1. Eligibility and approval
An applicant must provide accurate identity, ownership, contact, market and operating information and have authority to accept these terms. Registration does not guarantee approval. Kangqiao may conduct risk, sanctions, conflict, reputation, data-protection and payment checks and may approve, restrict, suspend or reject access.
2. Independent relationship
Unless a signed agreement expressly states otherwise, a partner is an independent contractor and has no authority to bind Kangqiao, a hospital or another provider. The relationship is not employment, franchise, legal partnership, medical agency, insurance brokerage or exclusive representation.
3. Permitted promotion
- Use only current, approved material and identify the commercial relationship where law or platform policy requires.
- Do not guarantee hospital acceptance, visas, appointments, prices, reimbursement, diagnosis, treatment or outcomes.
- Do not give medical advice, impersonate a clinician, conceal sponsorship, misuse a regulated title or make comparative or unsubstantiated health claims.
- Do not use spam, deceptive traffic, purchased personal data, coercion, harassment or targeting that exploits illness or vulnerability.
- Comply with advertising, consumer-protection, anti-spam, healthcare-promotion and platform rules in every market reached.
4. Consent and referral data
A partner may submit a person's information only with a valid legal basis and any consent required for contact, health information and international transfer. The partner must provide the applicable notice, keep evidence where required, submit only accurate and necessary information, and use the controlled channel designated by Kangqiao.
A partner must not retain or reuse information obtained through Kangqiao for an unrelated purpose, or upload full medical records into a general referral field.
5. Attribution and valid referrals
Attribution may consider the dedicated link or code, consent record, submission time, duplicate window, pre-existing relationship and human review. A referral is not treated as valid for settlement merely because contact information was submitted. Settlement eligibility begins only after Kangqiao confirms that the client has arrived at the relevant service location, subject to the applicable rule and any unresolved fraud, consent or attribution issue.
6. Estimated ranges and service fees
Before final payment, the partner interface may show a two-decimal estimated range rather than an exact payable amount. Estimates are not a debt, guarantee or vested entitlement. A quality assessment from 1 to 5 may apply 80%, 85%, 90%, 95% or 100% of the configured base amount; no quality uplift exceeds 100% of that base.
After arrival, Kangqiao may pay eligible milestones or wait until the service is completed and settle eligible milestones together. The applicable rule, evidence, quality review, tax, compliance, refund and reversal conditions determine the final amount. No fee is based on prescriptions, tests, medical spending, clinical decisions or promised outcomes.
7. Payment, tax and reversal
Payment requires verified beneficiary details and any required invoice, tax or compliance documentation. Each party is responsible for its own taxes unless law requires withholding. A fee may be held, offset or reversed for duplicate attribution, invalid consent, fraud, policy breach, refunded service, payment error, sanctions concern or another condition stated in the applicable rule.
8. Anti-bribery, sanctions and conflicts
Partners must not offer or accept an improper payment, kickback or thing of value to influence a medical, procurement, public-official or referral decision. Applicable anti-bribery, anti-money-laundering, sanctions, tax and conflict-of-interest requirements must be followed. Kangqiao may pause a transaction while checks are completed.
9. Confidentiality and platform access
Credentials are personal and must be protected. A partner may access only its own workspace and permitted records and must not probe, scrape, reverse engineer, bypass controls or attempt to identify other partners, clients, providers or internal contacts. Confidential information may be used only for the approved partnership purpose.
10. Intellectual property
Kangqiao and third-party names, marks, content, links and materials remain owned by their respective owners. Approval grants only a limited, revocable, non-transferable right to use designated materials for the approved campaign and period. It does not permit domain registration, paid-keyword impersonation, alteration or sublicensing.
11. Monitoring, suspension and termination
Kangqiao may audit evidence, require retraining or corrective action, remove material, restrict a market, suspend links, hold unsettled fees or terminate access for risk or breach. Obligations concerning confidentiality, data protection, audit evidence, accrued liabilities, reversals, intellectual property and dispute resolution survive where their nature requires.
12. Disclaimers and liability
The platform does not guarantee demand, conversion, acceptance, availability, travel permission, medical outcome or partner earnings. To the extent permitted by law, each party is responsible for loss caused by its own breach, unlawful statements, data handling or misconduct. Nothing excludes liability or a right that cannot lawfully be excluded.
13. Law, language and changes
Unless a signed agreement states otherwise and subject to mandatory law, these terms are governed by the laws of the People's Republic of China and disputes are submitted to the competent court at the operator's domicile. Market-specific mandatory rights remain unaffected. Chinese and English versions are intended to express the same principles; a signed agreement states which version controls that relationship.
Kangqiao may update these public terms. Material changes take effect on the stated date and, where required, after notice or renewed acceptance.
